Why is my freshwater tank cloudy?

I have a 29 gallon tank that has been set up for 6 months. I have have several problems with the tank but for the past 3 months the water was clear and everything was great. All of the sudden the water became cloudy. First let me say that the tank sits in front of a window bit I never open the blinds and I keep the curtains closed behind it. I have tested the water and it is running at perfect levels. Over the past several weeks I have done 20% water changes two times a week to help resolve the problem. Now as far as the water goes, not all of the water is cloudy at once. It looks like fog floating through the water. I have noticed an increasing amount of algae in the tank. In the morning after the light has been off all night the water looks really cloudy but after a few hours with the light on the water clears up some and is not as bad. I have been told that algae is water born and looks white and cloudy then turns green. Could this be the culprit? I do know that this tank is more susceptible to temperature shifts because it is in front of a window. I do know that light causes algae growth however no light gets to the tank through this window. If you have any input for me that would be appreciated! Thank you for your time and help.
